Target, Kroger and Walgreens to Continue Requiring Masks Despite Lifted Mandates. This week, Texas Gov. Greg Abbott and Mississippi Gov. Tate Reeves announced that they were ending all state-imposed mask mandates. In response, national chain retailers including Target, Kroger and Walgreens confirmed that they would be keeping their mask requirements, per the CDC’s guidelines. .
